Since Refined for Confluence version 6.0, user dashboards are optional and switched off by default. To update user dashboard settings:
...
Activate user dashboards.

Global and customised user dashboards
Administrators can create a global user dashboard, which applies to all user dashboards except the ones that users have customised themselves.
To edit the global user dashboard and to see which users have custom user dashboards:
Go to the Refined Administration.
Go to the Layout tab > User dashboard.
If custom user dashboards are allowed, users can update their dashboards by:
Going to User menu (username) > User dashboard.
Clicking the Edit user dashboard button.
In the Editor, add macros. You'll see a placeholder that represents the macro in the editor – once you publish your page, you'll see the macro in action.
