Creating different Refined sites in your Jira instance lets you provide users with custom ITSM, help and support sites – giving everyone the help they need. For example, you can create one IT help desk that includes your Jira projects related to IT, and one HR help desk that includes your HR-related Jira projects.
Site Builder
The Site Builder is the essence of your Refined site. It’s where you add content and build the navigation menu. There are two ways to access the Suite Builder:

Global JSM site and additional Refined sites
Refined is set up a bit differently, depending on which Jira solution(s) you have installed.
When you combine have installed Refined (version 2.0 and newer) on an instance with Jira Service Management, your Help Center from native JSM is replaced by a Global JSM site. This site can’t be removed and holds all your JSM projects. You can also add projects from Jira Core and/or Jira Software by clicking the + (Plus) icon > Include Jira projects.
Aside form the Global JSM site, you can add as many additional sites as you want by clicking the Add site button in the Site Builder. You can then drag Drag and drop projects away from the Global JSM site into the additional sites, or add them by clicking the + (Plus) icon > Include Jira projects.
When you combine have installed Refined on an instance with only Jira Core and/or Jira Software, there is no global site. You have to manually create Create one or more Refined sites by clicking the Add site button in the Site Builder, and add projects to them by clicking the sites' + (Plus) icon > Include Jira projects.

By default, Refined applies to your all sites, including the Global JSM site. If you prefer to keep the default JSM look and feel on the Global JSM site instead, go to the Jira Service Management tab and turn off Activate Refined globally:
Turned on means that Refined applies to all your JSM portals: the ones on your Global JSM site as well as the ones on all additional sites. In the Site Builder, a green label on the Global JSM site tells you that theming is activated.
Turned off means that Refined only applies to JSM portals that are placed on other Refined sites. In the Site Builder, a blue label on the Global JSM site tells you that theming is not activated.
Note that Refined always applies to additional sites.

Create and set up a site
To create a site, go to the Site Builder > click the Add site button.

Navigation

Permissions
View permissions determine which users can see the site. Note that users with a URL to a portal that they are allowed to see in JSM will show the portal even though the user can't see the site itself

Start site for groups. The start site feature makes it possible to direct users to specific sites when they log in. This setting is based on Jira User Groups and can be used for licensed and unlicensed (JSD customer) users.

Administrator permissions determine who can manage the site.
Theme
Click Change theme to apply a specific theme to this site. Alternatively, click Use default theme to apply the global theme.
Edit a site
Change a site’s settings by clicking its Cogwheel > Edit. You can edit the settings that you made when setting up the site (see the table above), as well as the site logo, favicon and app logo.
Add content and structure
Add categories, links, and Jira projects by clicking a site’s sadfadfa + (Plus) icon, or by simply dragging and dropping them from another location in the site builderSite Builder.
Add structure to your sites by organising your Jira projects into categories and subcategories. Since Refined version 3.0, you can also add custom links to your site’s navigationin the Site Builder.
