You can enable/disable the feedback feature in global or custom space settings. Global space settings apply to all spaces on your site, except for the the spaces with custom space settings.
If you had enabled the feedback feature and choose to disable it, please note that the users who provided feedback and users who have Confluence Add/Edit Pages permissions can still view previously-provided feedback.

Users with Confluence Add/Edit Pages permissions can see everyone’s feedback.
Users with Confluence Add/Edit Pages permissions can mark feedback items as resolved or revert their status back to unresolved. The users who gave the feedback can edit or delete their feedback.

To find find an overview of all feedback on a Refined site, go to that site or the Refined Administration and click on the avatar menuicon. If you have unresolved feedback on your site, a red number appears on your avatar.
